This overview is guided by the core components, parameters and activities set out in UNHCR's background note on voluntary repatriation for the Global Consultations (EC/GC/02/5 of 25 April 2002). It describes UNHCR's attempts to address the many challenges posed by one of the organization's largest voluntary repatriation operations. Afghans were and continue to constitute the largest single group of persons under UNHCR's mandate, as refugees, asylum-seekers and as returnees for over two decades.
