   Abstract

NGOs, such as Médecins du Monde, are legitimate humanitarian actors because they provide aid based on populations' needs and have no hidden agenda. States, however, should not be considered humanitarian actors, even though they do provide humanitarian aid, because such aid is contingent upon each State's geopolitical interests.
